Leased Parking Rules and Regulations

Pullen Park Lofts Home Owners Association (PPLHOA) provides leased parking at its 211 Ashe Avenue, Raleigh, NC property. PPLHOA requires all tenants of its leased parking to abide by the following rules and regulations:

  • PPLHOA reserves the right to deny any application for parking based solely on the opinions and decisions of the PPLHOA board, its management, and/or the PPLHOA designated agent(s)
  • PPLHOA reserves the right to revoke parking rights of any tenant of leased parking who violates a rule or regulation
  • Commercial vehicles, recreational vehicles, and vehicles over 12,000 lbs. are not permitted on the property
  • Trailers under 16 feet long are permitted but must be independently licensed and registered with PPLHOA
  • All tenants of leased parking shall abide by the established PPLHOA rules and regulations regarding general tenancy at PPL, specifically the document entitled "Pullen Park Loft Condominiums Rules and Regulations for Tenants or Owner Occupants"
  • Tenants of leased parking shall ensure that their account is paid in full. PPLHOA reserves the right to tow, at the owner's expense, any vehicle associated with an unpaid account
  • Tenants of leased parking shall not use the onsite dumpster without explicit permission from the PPLHOA
  • No hazardous materials are to be present inside any vehicle operated by a tenant of leased parking
  • Tenants of leased parking shall not perform any maintenance or repairs on vehicles parked on the property
  • Leased parking applies to a single vehicle. Tenants who need to park multiple vehicles need to acquire a parking permit for each vehicle.

    Leased Parking Payment Processing

    PPLHOA agrees to provide parking for a single vehicle as designated in the Leased Parking Agreement. The parking space rent is $25 per month. All parking is prepaid. Initial payment is due and payable upon completion of the parking registration. Upon payment, tenants of leased parking shall continue to pay on or before the same day of subsequent months until tenant or PPLHOA, its management, or its agent(s) terminates the Leased Parking Agreement.

    Tenants who subscribe for leased parking via PayPal or an equivalent online payment service will be billed through a monthly Recurring Payment, also called a Subscription Service. The tenant may cancel their Subscription Service at any time through the online (e.g. PayPal) service. Cancellation of payment will implicitly terminate the Leased Parking Agreement on the date of the Recurring monthly payment period. The tenant must cancel the Recurring Payment within 3 business days of the scheduled date of the Recurring Payment to ensure PPLHOA can process the cancellation.

    Leased Parking Payment Return Policy

    To keep costs to the end customer low, we have automated as much of the payment processing as possible. Tenants may terminate leases by canceling payments on their Recurring Payment schedule as described above under Leased Parking Payment Processing. PPLHOA does not prorate leased parking upon lease termination. All paid parking is non-refundable with the exceptions as detailed below.

    withdrawn as student hardship

    Tenants who subscribe for leased parking who have, after starting tenancy with a prepaid multi-month, semester, semi-annual, or annual Recurring Payment, may request a refund for unused months in their lease by submitting in writing to PPLHOA that the have withdrawn as a student from a Raleigh based institution of higher education. The PPLHOA shall determine the applicability of the request and the amount of the refund.

    In the event that PPLHOA can not longer provide adequate parking facilities, the PPLHOA board, its management, and/or its agent(s) may terminate and or all Leased Parking Agreements and refund to tenant(s) an appropriate amount as determined by the PPLHOA board. The PPLHOA board shall determine the applicability and the amount of the refund.

    PPLHOA Not responsible for Tenant Property

    The PPLHOA is not responsible for any loss or damage to tenant's vehicle. PPLHOA has installed a camera-based surveillance monitoring system as a deterrent against property crime, however, the PPLHOA makes no guarantee that these or any other system, process, or policy will be effective in reducing or eliminating property or personal damage. Tenant of leased parking should carry adequate insurance to protect against loss of property.

    When policy is changed

    We provide a policy version and effective dates as part of all of our written policies. Material policy changes are communicated via our website. Version and date information are identified at the bottom of policy statements.
